GCOS Land ECV - Latent and Sensible Heat Fluxes

Latent and sensible heat fluxes are energy types that are released from or absorbed in the atmosphere. Latent heat is related to changes in phase between liquids, gases, and solids. Sensible heat is related to changes in temperature of a gas or object with no change in phase.

TOPC is considering the practicality of this being an ECV and, if so, what the requirements might be.
