Episode Narrative Low pressure organized over Louisiana, spreading precipitation northeast along a warm front that extended into the Ohio Valley. Arctic high pressure over the Great Lakes region produced a cold northeast wind flow near the surface. This shallow cold air was responsible for freezing rain. Although this was the second ice storm in only ten days, ice accumulations were much less serious than the crippling ice storm on February 11. One-quarter to one-half inch of ice accumulated in the Ohio River counties from Paducah to Owensboro, as well as Ballard, Hopkins, and Webster Counties. Many schools and businesses were closed for this second round of ice. A tree fell on a power line near Madisonville, knocking out power to a couple hundred homes. Numerous tree limbs fell into power lines in Madisonville. Kentucky State Police worked eight wrecks in Hopkins County, mostly on the Western Kentucky and Pennyrile Parkways. Hopkins County and Madisonville law enforcement agencies worked about 20 accidents. Although less ice accumulated to the south and east, traffic problems were also widespread. Interstate 24 was closed both east and westbound in the Hopkinsville area, where dozens of accidents occurred. Local hospitals treated four people for injuries due to slips, falls, and accidents. The Western Kentucky Parkway was littered with cars off the side of the road. The main effect of this winter storm was to slow down cleanup efforts following the major ice storm on Feb. 11.
