Episode Narrative Upper level high pressure was centered over New Mexico resulting in very light and erratic steering winds aloft. This coupled with sufficient moisture helped aid in the development of slow-moving thunderstorms over and near the central mountain chain and western high terrain.
Event Narrative The Rio Ruidoso was reported to be out of its banks along U.S. Highway 70 at Fox Cave.
