Episode Narrative Upper level high pressure was centered over New Mexico resulting in very light and erratic steering winds aloft. This coupled with sufficient moisture aided in the development of slow-moving heavy rain producing thunderstorms over and near the central mountain chain and western high terrain. Flash flooding was observed over the Little Bear burn scar.
Event Narrative The Rio Ruidoso was reported to be out of its banks along U.S. Highway 70 at Fox Cave.
