A stationary boundary remained over eastern West Virginia on the 28th. An easterly flow off the Atlantic Ocean pumped in plenty of moisture. Showers and thunderstorms developed near the boundary. Due to a light steering flow aloft showers and thunderstorms were slow to move. Therefore, heavy amounts of rain fell in short periods of time across eastern West Virginia. This resulted in areas of flash flooding. |
