Precipitation this month varied considerably from place to place, but on a statewide basis Utah had the 27th wettest March on record. However, long-term conditions continued dry, with April 2002-March 2003 ranking as the 30th driest such 12-month period and parts of the state having less than 90% of average precipitation over the 60-month period. San Juan County was the first county in Utah to be declared by the governor to be in a drought in 2003.
