Statewide, January 2003 averaged slightly drier than normal for Pennsylvania, ranking as the 39th driest January in the 109-year record. However, hydrological conditions in the far western part of the state were dry.

As monitored by the New Cumberland, Pennsylvania office of the U.S. Geological Service, maps of mean groundwater conditions indicate groundwater (drought) emergencies were in effect for the far western counties of Pennsylvania in both the short-term (30-days) to long-term (90-days out to 365-days):
