February 2003 ranked near normal when precipitation is averaged across the state. This winter (December-February) brought welcome rain and snow to Idaho, but significant long-term deficits remained.
As noted by the Idaho office of the USDA Natural Resources Conservation Service (NRCS) (Ron Abramovich), the February precipitation in the state was beneficial, but long-term conditions (as represented by the snow water equivalent of mountain snowpacks) remained below average in many locations:
Northern Idaho (Lookout Pass)
Eastern Idaho/Western Wyoming (Lewis Lake)
Southern Idaho/South of Twin Falls (Magic Mountain)
Central Idaho - In the headwaters of the Payette and Salmon Rivers (Deadwood Summit)
Boise River Basin - The snowpack, streamflow, and reservoir indices were all below average at the end of February
