As noted by the Iowa State Climatologist's office (Elwynn Taylor ):
subsoil moisture (plant available water in top 5 feet) is slightly above average in most counties at the end of November. Normal soil moisture for this date ranges from about 5 inches in western Iowa to 8 to 9 inches in the east.
